Captain Sabbir Mahmood is working as Principal Officer of Mercantile Marine Office, Chattogram, who is responsible to act as Head of Flag State, Port State and Coastal State Maritime Administration, complying the provision of United Nations Convention on Law of the Sea(UNCLOS). MMO works to ensure sustainable blue economy growth through shipping sector specially in the aerial jurisdiction of sea ports, coastal belt, territorial sea and EEZ of Bangladesh. MMO is working under supervision of DG DoS and MoS.

He attended Faujdarhat Cadet College (1984-1990) for his Secondary and Higher Secondary education. He achieved Bachelor of Science degree from Bangladesh Marine Academy under Chittagong University together with two years’ Pre-sea training (1991-1992) in Nautical Department. He has completed LLB from Chittagong Law College (1995-1996) under National University, Bangladesh. He achieved Post Graduate Diploma (2010-2012) and LLM (2013-2014) in Maritime Law from Lloyds Maritime Academy under London Metropolitan University, UK. He has done his MSc (2017-2018) in Maritime Affairs (specialization in Ocean Governance, Sustainability and Management) from World Maritime University, Sweden. He further studied in International Maritime Law Institute(IMLI), Malta and completed Magister Juris (M.Juris) in 2020. At present he is a PhD research fellow in same institute. He also achieved Advance Certificate in Business Administration from Institute of Business Administration(IBA), under Dhaka University.

Capt. Sabbir started his professional career in Bangladesh Shipping Corporation as Nautical Cadet in 1993 and completed 15 years of glorious sea life, gradually rising from Cadet to Master. He successfully commanded bulk carrier, container vessel, general cargo vessel and dredger of different sizes for five years (2003-2007). He further served as P & I club surveyor, correspondent and maritime lawyer in Henderson International Bangladesh Ltd and Assurance Maritime Ltd for 3 years (2008-2010). After that he started his carrier as Senior Nautical Instructor of Bangladesh Marine Academy in October 2010 for 8 years and served as Head of Nautical Department for 4 years before finally left that job in November 2022.

He is a distinguished “Associate Fellow” of Nautical Institute, UK. He served as Organizing Secretary of Bangladesh Merchant Marine Officers Association (BMMOA) and General Secretary of Nautical Institute Chattogram Branch(NICB). He is being an academia and researcher has interest in Maritime Law and Conventions, Ocean Governance, Maritime Education and Training, Human Rights, Labour law, Maritime Administration and 4^th Industrial Revolution. His several articles published in professional journals and he also presented paper in various national and international conferences on above topics. He is strong advocate on Industry-Institute collaboration and Alhamdulillah his present and past work experience and multi-dimensional education will be helpful to enhance the collaboration in shipping sector.
